Fowler Week in Review: July 10-14

HARRISBURG, IL – Illinoisans are already feeling the pain of the income tax increase, as employees saw their take home pay decrease with the first pay period of the new fiscal year, which began on July 1, according to State Sen. Dale Fowler (R-Harrisburg).

The Senator said the income tax hits home especially when combined with the climbing cost of regular gasoline blends due to a recent change advanced in the budget that eliminated retailers’ sales tax exemption for E-10 fuel, which will drive up costs on motorists and a number of consumer products.

Though the state is operating with a budget for the first time in two years, lawmakers are expected to return to Springfield in the coming days to address changes to the school funding formula. Due to language inserted into the budget, schools cannot receive state funding until a law is passed that will change the current way schools are funded to what is known as an “evidence-based model.”

This issue is being closely followed by all school districts, but particularly smaller, rural school districts which have seen declining enrollments in recent years, due to population loss to surrounding states. Senator Fowler hopes the General Assembly will come together in support a comprehensive solution to provide adequate funding to Southern Illinois schools, without providing a massive bailout to the failing Chicago Public Schools.

Senator Fowler noted that as a result of the budget passage, some entities began to receive crucial state funds. Universities and community colleges began receiving payments. More than $700 million was released, but those funds released pale in comparison to the massive backlog of $14.8 billion in bills that are owed to thousands of entities across the state

Rep. Severin to Hold Identity Theft Seminar on July 27th

MARION, IL – State Representative Dave Severin (R-Benton) will be hosting a free educational seminar on identity theft. The seminar will be held on Thursday, July 27, from 5:00pm – 6:00pm, in the conference room of Franklin Hospital, 201 Bailey Lane, in Benton. All are welcome to attend.

Identity theft is a growing problem affecting more people now than ever before. In 2016 $16 billion dollars were stolen from about 15 million people across the United States. This educational seminar will teach you how to catch identity theft early, what to do if you become a victim of identity theft, and steps you can take to prevent identity theft in the first place.

Rep. Severin has partnered with professionals from the Illinois Attorney General’s office who will show you how to protect your credit cards, social security number, and other personal and financial information.

New Strip-Mall Coming to West City

Some major develops are headed to West City in the coming months.

West City Zoning Administrator Alan Thomas presented his monthly report on new permits and business construction at last Monday’s Village Board Meeting, and later in the week provided some updates of three big projects coming to the West Main Street area.

These projects include a new strip mall to be built at the site of the old Roll N’ Up Smoke Shop on West Main and Central, the newly purchased Toler Cinema, and the ongoing Mach1 construction project directly in front of the theater.

Benton Council nixes Harrison mural painting

Reasoning that it has no economic benefit to the city, Benton City Council members on Monday nixed the idea of a proposed Beatles-themed mural near Interstate 57.

John Cerney of Salinas, Calif., had entertained the idea of painting the 16-foot mural depicting George Harrison and his fans on city-owned property between airport property and the interstate.

“He chose Benton to donate his art for one year. He chooses somewhere across the country every year,” Rachel Gartner, the city’s public information coordinator, said at a council meeting two weeks ago. “He is interested in the story behind George Harrison visiting his sister (Louise) here.”

Sharon Lee Webster-Christopher

Sharon Lee Webster, 70, of Christopher IL,  passed away on Thursday July 13, 2017 at the Herrin Hospital.

Sharon was born on March 20, 1947 in Keene, NH to Clayton and Beverly (Matson) Gray.

She is survived by her mother Beverly Gray of Whiting, NJ; children Brandon and Bobbi Webster of Christopher, Kurt Webster of Murphysboro, Corbin and Wendy Webster of Marsailes, IL, Spencer and Gillian of Windbey Island, WA; grandchildren Aubrey, Emma, Isabella, Jessey, Shannon, Pierson, Meaghan, Mckenzie, Mcneil, Taylor, Christopher, Daniel; one brother Stephen Gray of New Jersey, and one sister Linda Goodnow of Frisco, TX.

Visitation for Sharon will be on Saturday July 22, 2017 from 2:00 PM until 3:00 PM at the Gilbert Funeral Home in Christopher.

Marginal risk for Severe Weather for Route 13 South

We had two rounds of a couple pretty heavy showers and thunderstorms that crossed the region last night.  There was a few reports of limbs down across Franklin County.

There is a marginal (level one of five) risk for severe thunderstorms for this afternoon and evening south of a Carbondale to Evansville, IN line.

As far as precipitation for the next few hours, there is a line of storms that are stretching from Clinton County through Northern Marion County at this time.  They are drifting ESE.  If they stay together, they can bring some showers and possible rumbles of thunder to Franklin county.

Below is the Hazardous Weather Outlook and the seven day forecast for Franklin County.

Illinois, southwest Indiana, western Kentucky, and southeast
Missouri.

.DAY ONE…Today and Tonight

There is a marginal risk of severe weather this afternoon and
evening south of a line from Carbondale,IL to Evansville, IN.
Isolated severe wind gusts are possible.

Locally heavy rainfall is possible today and tonight across the
entire area. Flooding of low lying or poor drainage locations are
possible.

.DAYS TWO THROUGH SEVEN…Saturday through Thursday

Thunderstorms are possible Saturday over southern Missouri and
southern Kentucky. Severe storms are not expected, but locally
heavy rainfall is possible.

Thunderstorms are possible along the I-64 corridor on Thursday.
Severe storms are not expected at this time.

Heat index values on Tuesday, Wednesday, and Thursday afternoons
will range from 100 to 105 over much of the area.

Franklin County fire departments have a busy night

BENTON and WEST FRANKFORT IL-  There were two major fires in the county overnight, one in Benton and the other in West Frankfort.  Both were MABAS box alarms and there were injuries at each.  The incidents were less than two hours apart.

At 1:37 a.m. Benton firefighters were toned to a structure fire on 1203 E Bond street.  West City, West Frankfort, Christopher, and Sesser fire departments  were called to the scene for Mutual Aid.

Original repots say the fire was contained to the attic, but Benton fire was toned back to the scene at 6:37 a.m. for a rekindle.

At 3:18 a.m. West Frankfort firefighters were toned to the 100 block of West 5th street for a structure fire that was described as having major fire showing.  Johnston City, Benton, Marion, Zeigler, and West City departments were called for mutual aid.

There were two residents as well as one firefighter injured at the scene.

In two other incidents, Benton Firefighters were called to 1107 N McLeansboro street at 7:17 last night, for a tree on a residence.

Around 7:00 a.m. this morning, West Frankfort firefighters were called to the Anna Gray High Rise, for a malfunctioning smoke detector on the third floor, of a vacant apartment.

I will try to contact Benton and West Frankfort fire officials with additional information on the structure fires this afternoon.

Ever get the feeling you’re no longer welcome in a place you call home?

The budget recently enacted by the Illinois General Assembly over the vetoes of Gov. Bruce Rauner certainly reinforce that feeling.

Raising the personal income tax 32 percent from 3.75 percent to 4.95 percent and the corporate income tax rate from 5.25 percent to 7 percent seems mighty inhospitable.

This newspaper is more than happy to oblige. If they don’t want us, we don’t want them.

* Flash Flood Warning for…
White County in southeastern Illinois…
Hamilton County in south central Illinois…

* Until 1100 PM CDT

* At 903 PM CDT, Doppler radar indicated thunderstorms producing
heavy rain across the warned area. As much as 1.5 to 3 inches of
rain has already fallen within the past hour. Flash flooding is
expected to begin shortly.

* Some locations that will experience flooding include…
Carmi, McLeansboro, Grayville, Norris City, Crossville, Enfield,
Dahlgren, Mill Shoals, Broughton, Maunie, Springerton, Macedonia,
Belle Prairie City, Burnt Prairie and Phillipstown.

Additional rainfall amounts of up to an inch are possible in the
warned area.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles. Be especially cautious at night when it is
harder to recognize the dangers of flooding.

A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.

At 804 PM CDT, Doppler radar was tracking a cluster of strong
thunderstorms along a line extending from 7 miles south of
McLeansboro to near Carmi. Movement was southeast at 20 mph.

Winds in excess of 40 mph will be possible with these storms.

Locations impacted include…
Carmi, Eldorado, McLeansboro, Norris City, Galatia, New Harmony,
Crossville, Enfield, New Haven, Raleigh, Omaha, Broughton, Griffin,
Maunie and Phillipstown.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

Torrential rainfall is also occurring with these storms, and may lead
to localized flooding. Do not drive your vehicle through flooded
roadways.

Frequent cloud to ground lightning is occurring with these storms.
Lightning can strike 10 miles away from a thunderstorm. Seek a safe
shelter inside a building or vehicle.
