SOUTHERN ILLINOIS LAWMAKERS PREPARED TO ADVANCE A MORE EQUITABLE EDUCATION FUNDING FORMULA

SPRINGFIELD, IL – Following several previous attempts to fix the school funding formula, State Senators Dale Fowler (R-Harrisburg) and Paul Schimpf (R-Waterloo) are supporting a more fair and equitable school funding plan that avoids picking “winners and losers

Senate Bill 1124, Senate Floor Amendment 3, is a Republican compromise proposal to fix Illinois’ nearly 20 year-old school funding formula, in order to more equitably fund schools across the state.

“The old funding formula leaves a large amount of my district’s schools on the ‘short end’ when it comes to equitable funds. It is imperative that we put all of the state’s schools on a level footing,” Fowler said.

“This compromise represents a unique opportunity to give our Southern Illinois school districts the resources they need to educate our children,” Schimpf said.

SB 1124’s newest funding formula is supported by the latest dataset from the Illinois State Board of Education. A key feature of this proposal is that, unlike previous measures—including Senate Bill 1, there would be fewer dollars of the top that are immediately distributed to the Chicago Public School system, which continues to struggle after years of fiscal mismanagement.

In fact, Senate Bill 1124 SFA3 would drive more funding to low-income students across the state’s 852 school districts than previous measures, including Senate Bill 1. The ISBE analysis shows Senate Bill 1124 provides every single school district with more evidence-based tier funding than Senate Bill 1. When including both base funding and tier funding, every downstate and suburban school district would receive more funding through Senate Bill 1124 than under Senate Bill 1.

The Governor has already indicated that he would veto Senate Bill 1, and voicing his support for SB 1124 as the next best set of negotiated school funding terms—with much of the proposal having been agreed to by both sides of the political aisle. Senator Schimpf said he hopes that SB 1124 will be taken up during the current remaining days of Special Session.

Both Fowler and Schimpf represent the all or portions of nearly 19 counties that are the southern third of Illinois. From a geographic area that stretches from across the Gateway Arch in Downtown St. Louis, to Hamilton County and as far south as Cairo and Metropolis and all points in-between, school funding formulas vary wildly.

My teenage memories of Toler Cinema

The announcement of investors buying the Toler Cinema building in Benton, set social media on fire Monday night.  This number is views on Facebook was over 18,000, the third highest ever on the nine year history of the website, and the most of any story that I have written over the last six months.

I have thought of several memories that I had in the building.  I remember seeing ET, Rocky III and IV, Top Gun, Rambo, and sneaking into see St. Elmo’s fire.  They didn’t card me to see a Rated R movie when I was 14.  I looked 25.

I have probably watched other movies there.  I also saw Hoosiers the first and third time there.  I watched it the second time in Marion.  I still watch it at least ten times a year.

I have always been a storyteller.  I think that is why I fell in love with Duck Dynasty, because of Uncle Si alone.  My stories are like his, 95% of what I think is the truth.

The farmers got some much needed rain overnight and today.  Other than a line of storms that will come through late this afternoon, the rain is over.  We have a beautiful five days ahead of us.  I am going to share a couple things that happened at Toler Cinema.

The first one was I was on a date there.  I was double dating with a friend of mine and his girlfriend.  We went out for pizza before we went to the 9:00 show.  We didn’t hit it off very well.

I thought the girl was cute, and she asked me three things that I like the most.  I said sports, fishing, and rummage sales.  She said she hated all three.  She could not believe that a teenage boy loved yard sales.  She thought buying clothes especially, was disgusting.

I took a lot of ribbing from my friends for hitting up rummage sales on Saturday morning.   I loved the negotiating part.  I could very easily been a junk dealer and made good money.  I just never had the storage space.  However my buddies would take me with them when they went to buy a car.

I already made up my mind this date was a one time deal.  She used the pickup line that high school girls have used for decades, let me see your class ring.

I let her see it.  She had it in her hand and dropped it.  The ring tumbled all the way to the fourth row, under a seat.

I got down on my hands and knees to pick it up.  There was an elderly couple that was a couple rows back.  The lady got into her purse and tried handing me a five-dollar bill and said, honey you don’t have to get popcorn off the floor, I will buy you some.

I quietly said I am getting my class ring that rolled down here.  The stone was Ok, the ring just had a nick on it.

I was a prankster back in the day.   Most of you know that have known me for several years witnessed my handy work on April Fools Day.  I did not participate this year because of fear someone would take my outright lies in good nature, as  news stories  and facts.

My first car was a ’77 Mercury Monarch.  My buddy Jeremy McFarland had a ’76 Ford Granada.  I could start his car with my keys.  He couldn’t start my car with his though.

We were cruising Benton, and I forget why, but we drove through the parking lot of the theater.  I said do you want to see something funny, meet me by the pool, in what used to be the Holiday Inn.

I pull up in his car.   We sat in the parking lot of the motel to watch him come out of the show.  He walked out happy as can be, holding hands with this date.  When he could not find his car he was in a panic.  We all got our laughs.

He started to go back in, I might have the law to deal with, or worse his parents and when they got done with me, my mom and dad would take over.

I pull in front of the theater and honk and wave at Jeremy and his date. I cant remember who he was with.  It was probably with his wife Kellie.  He told me I don’t get even, I get ahead.

I go to leave for school the next Monday.  I start my car, put it in gear, and I think I dropped the transmission.   My drive shaft was put on concrete blocks, with the back wheels barely off the ground.

The whole time through High School, we never told any of our circle of friends we had a date, or there would have been some kind of “chivalry.”  It was part out of meanness, and mainly out of jealousy.

I hope rambling on about my teenage days brought a smile, and a couple laughs to you today.

Rend Lake College has nominated 22 student athletes and three teams for their high academic achievement in the 2016-17 year. The National Junior College Athletic Association (NJCAA) will honor the students in upcoming weeks.

Eight different Warrior teams had at least one athlete nominated for their prowess in the classroom. Student athletes earning a GPA (grade point average) of 4.0 on a 4.0 scale are nominated for the NJCAA Pinnacle Award for Academic Excellence, the highest award available. Athletes earning between a 3.80 and 3.99 GPA are nominated for the NJCAA Award for Superior Academic Achievement. The last award is for students earning GPAs between 3.60 and 3.79: the NJCAA Award for Exemplary Academic Achievement.

Aubrey Hunter

The Women’s Softball team led all sports in nominations. They were anchored by a trio of Pinnacle Award nominees in Hillary Ingram (McLeansboro) and Tori Pasley (Bluford). They were followed by teammates Breya Cooper (Henderson, Ky.) with a 3.91 GPA, Aubrey Hunter (Benton) with a 3.87 GPA and Nicole Johnson (Johnston City) with a 3.81 GPA, all nominated for the Superior Award. Hannah Carbonaro (Mt. Vernon) GPA 3.73 and Megan Rudolphi (Mascoutah) GPA 3.7 received Exemplary award nominations.

As a team, softball earned a collective 3.20 GPA, marking their fifth year in a row that the team has been nominated as an All-Academic Team.  The NJCAA recognizes the team with the highest overall GPA for their sport as the Academic Team of the Year. To qualify, teams must have a combined GPA above 3.0.

Warrior Volleyball also had a strong showing with four members making the cut. Dana Rubenacker (Dahlgren), Danielle Sitzes (Cisne) and Alexandria Kubiak (Nashville), all three finishing the year with perfect 4.0 for Pinnacle nominations. Ryann French (Woodlawn) earned a 3.62 GPA for an Exemplary nomination.

As a squad, the Volleyball crew notched a collective 3.17 GPA for a team nomination.

Women’s Golf also had a pair of perfects in Taylor Aldridge (Eldorado) and Morgan Wilson (Effingham) with 4.0s. Marion Debove (Belloy-en-France) had a 3.76 GPA, good for an Exemplary nomination. The team also rounded out group honors with a 3.19 GPA.

Nick Marlo (Sesser) with the Warrior Basketball team finished the year at 4.0 for a Pinnacle nomination. He was joined in individual honors by teammate Lucas Wilson (Mt. Vernon) with a 3.78 GPA for Exemplary consideration.

Pinnacle nominations are rounded out by Women Tennis player Ashley West (Salem)

Both Men’s Golf and Baseball had two nominated for individual honors.

For golf, Kyler Spencer (Nashville) had a 3.9 GPA and Sean Scott (Waltonville) ha d a 3.89 GPA to earn them both Superior award consideration.

Baseball is represented by Zachary Zarifian (Beach Park) with a 3.69 and Ian Walters (Paduach, Ky.) with a 3.62 for Exemplary nominations.  And for Womens Basektball, Michaela O’Neal (Bloomington) concludes individual honors on behalf of Women’s Basketball. She earned a 3.71 GPA for an Exemplary nomination.

 

Rend Lake College first Baseball Camp a home run

All Flood statments have been cancelled for Franklin County

The remnants of Tropical Storm Cindy and the advancement of a cold front thought the area caused several inches of rain overnight in the county.  Sesser received around four inches.

There can still be areas of pop up showers until around 7 p.m., then gradual clearing.

We have some unseasonably pleasant days ahead of form Saturday till Wednesday with highs in the upper 70’s with lows in the upper 50’s.

Get out and enjoy it.

Lashley Lifts Miners Over Rascals In Extras

The Southern Illinois Miners broke a 4-4 tie in the top of the 12th inning on a three-run home run by Ryan Lashley in a 7-5, extra-inning win over the River City Rascals at CarShield Field in O’Fallon, Missouri, taking the series two games to one in the rubber match between the division rivals.

It was the Rascals who scored first, as they bunched three singles together in the third inning off Chris Washington and went ahead 1-0 on Josh Silver’s hit. But in the top of the next inning, with a man on first, consecutive two-out hits by Anthony Critelli and Marc Flores set up Ben Moore, who drove home two with a single of his own with the bases loaded to give Southern Illinois its first lead at 2-1 in the fourth. In the fifth inning, the Rascals scored an unearned run on an RBI single by Braxton Martinez to knot the score at 2-2.

Southern Illinois would go ahead in the top of the sixth inning, as they loaded the bases on two walks and a single before Craig Massey broke the tie with a sacrifice fly to make it 3-2. With men at first and third base, Southern Illinois then executed a double-steal, with Moore swiping second and Flores stealing home to make it 4-2. But the Rascals would tie the score, as they chased Washington with two leadoff walks in the bottom of the sixth. After a sacrifice bunt moved the runners over to second and third, back-to-back RBI singles by Jason Merjano and Jimmy Kerrigan tied the game at 4-4. With the potential go-ahead run at third and just one out, however, Kyle Tinius induced Silver to ground into an inning-ending double play, keeping the score tied.

With the game turned over to the bullpens, both teams’s relief corps held the other team off the board, with Nick Palacios tossing two scoreless innings in the seventh and eighth and Chris DeBoo working out of trouble and stranding the bases loaded in the ninth. John Werner (2-0) pitched flawless frames in the tenth and eleventh along with four strikeouts, with neither team scoring with the International Tiebreaker in effect in the eleventh inning.

That changed in the twelfth, as Massey singled to move the automatic runner to third base leading off the inning. After a strikeout, Lashley came up and hammered the first pitch from Matt Chavarria (2-2) over the left field wall to make it 7-4. In the bottom half, Corey Sessions earned the save by permitting just one run to score, his first pro save in his first pro appearance as the Miners won the series.

Southern Illinois next moves on to Evansville to face another West Division rival in the Otters beginning on Friday night at 6:35 p.m. Tyler Stubblefield will take the hill for the Miners while Felix Baez will pitch the series opener for Evansville.

Flood advisory issued for Franklin County

The National Weather Service in Paducah has placed Franklin and surrounding counties in a Flood Advisory until 2:45 p.m.  There is a Flash Flood Watch issued until 10 p.m.

Jackson and Perry Counties are under a flash flood warning until

I have received reports from the Sesser area that State Route 148 has two inches of water over the road, one mile north of town.  The Sesser area has received four inches of rain overnight.  There are also reports of flooding on secondary roads in Northern Franklin and Southern Jefferson counties.

On the latest severe weather outlook from the Storm Prediction Center, there is no threat of severe weather.

* At 828 AM CDT, Doppler radar indicated heavy rain across the
warned area. Up to two to three inches of rain have already
fallen. Water has been reported over Highways T and 51 by Law
Enforcement. An additional 1 to 2 inches of rain is likely through
mid morning. Flash Flooding will become increasingly likely.

* Some locations that will experience flooding include…
Perryville, Murphysboro, Du Quoin, Pinckneyville, Elkville, Ava,
Tamaroa, Willisville, Grand Tower, Altenburg, Biehle, Alliance,
Daisy, Cutler, Dowell, Campbell Hill, Vergennes, Frohna, Oak Ridge
and Gorham.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Here is the text for the Flash Flood Watch which the NWS extended until 10 p.m.

FLASH FLOOD WATCH IN EFFECT UNTIL 10 PM CDT THIS EVENING

The National Weather Service in Paducah has expanded the

* Flash Flood Watch to include portions of southern Illinois and
southeast Missouri, including the following areas, in southern
Illinois, Alexander, Edwards, Franklin, Gallatin, Hamilton,
Jefferson, Johnson, Pulaski, Saline, Union, Wabash, Wayne IL,
White, and Williamson. In southeast Missouri, Cape Girardeau
and Scott.

* Until 10  PM CDT this afternoon

* Widespread showers and isolated thunderstorms will continue to
produce locally heavy rainfall today. Tropical downpours have
been dumping up to 2 inches per hour in isolated locations in
southern Illinois.

* High rainfall rates could lead to rapid inundation of flood
prone roadways. Sharp rises in creeks and small streams may
occur. Low lying areas may quickly become flooded.
