Romani appears for preliminary hearing, May 9 pre-trial hearing set

A May 9 pre-trial hearing has been set for Michael Romani, the 45-year-old Sesser man charged with involuntary manslaughter in the death of John Franklin, also of Sesser.

During a preliminary hearing Wednesday afternoon in Franklin County Circuit Court Judge Tom Tedeschi heard testimony from state police concerning the December 27, 2012 bar fight that left the left the the 56-year-old Franklin dead.

A state police investigator testified during the hearing that his investigation, which included interviews with four individuals in the bar who witnessed the incident, showed that there was a verbal exchange between the two men and that Romani left the area of the bar where he was at and struck Franklin in the face, knocking him backward off a bar stool where his head hit the floor.  Franklin never regained consciousness and was pronounced dead a short time later at Franklin Hospital from blunt force trauma to the head.  It was also reported during the preliminary hearing that Franklin suffered from a serious heart condition.

Tedeschi ruled from the evidence presented that probable cause exists that a felony was committed by Romani and set the May 9 pre-trial court date.

The involuntary manslaughter charge against Romani is a Class 3 felony that carries a maximum sentence of 2-5 years in prison.  The aggravated battery charge is also a Class 3 felony and carries the same maximum sentence.  Both charges also can result in probation on the minimum end of the sentencing guideline.

The fight took place at the Bank of Sesser Lounge, located on Sesser’s business district.  The bar was closed for more than a week but has since reopened after the fatal fight.

Romani turned himself into Franklin County authorities a short time after the incident and later posted $20,000 cash bail and was released.  Romani is being represented by Drew & Drew Attorneys in Benton.

Royalton man identified as driver in fatal, fiery crash

Roger Orlandini, 60, of Royalton, has been identified as the driver of car that was involved in a fatal two-vehicle crash early Tuesday morning in Royalton.

Orlandini was identified through dental records and other medical procedures he had undergone previously according to Franklin County Coroner Marty Leffler. Orlandini was a retired coal miner.

Authorities say that Orlandini was heading south when he struck a tractor-trailer at the intersection of Illinois 149 and 3rd Street.  Orlandini struck the trailer being pulled by the semi and his vehicle burst into flames, according to Leffler.

The accident happened at approximately 2:30 a.m. and local authorities spent several hours cleaning up the wreckage from the crash site.  Both drivers were wearing seat belts, police said. The driver of the tractor trailer, Leslie N. Fred, of Murphysboro, was not injured in the crash.

 

 

 

Car swept into flood water, possible drowning being investigated

While no details have been officially released yet Franklin County News Online (franklincounty-news.com) has learned that a drowning is being investigated by local law enforcement.
Sources indicate a West Frankfort woman apparently drowned when her vehicle was swept into standing water during torrential rains Saturday night into Sunday morning.  The initial calls came in at approximately 3:30 a.m.  No names have been released but the victim is believed to be a woman in her mid to late 20’s. The location of the accident occurred near Water Street, in Johnston City.
Dive-recovery teams from the Carterville Fire Department and the Rend Lake Dive team were called in for recovery of the body.
Official information will be released from the office of Mike “Junior” Burke, Williamson County coroner.

Ewing teachers vote to approve contract

Teachers at Ewing-Northern Grade School on Friday morning approved a contract that was hashed out less than 12 hours earlier, moving both sides in the labor dispute one step closer to a final agreement.

The 15 certified teachers at the northeast Franklin County grade school that houses students in grades K-8 voted at 7:30 a.m. to approve the deal that was hammered out in an 11th hour negotiating session Thursday night with a federal mediator and school administration.

The contract will not be finalized and no details will be released until after the board meets on Jan. 28 in its regular monthly meeting.  However, Collinsville attorney Barney Mundorf who has served as spokesperson for the board, said board members are “pleased” with the agreement and he expected it to be approved.

Teachers at Ewing-Northern have worked without a contact since August 30 and filed an intent to strike notice with the state in November 30.  The 15 teachers at the school, located in northeast Franklin County, are represented by the Illinois Federation of Teachers (IFT).  The threatened strike would have stopped classes for 227 students in grades K-8.

 

Ewing teachers reach tentative deal, strike averted

A tentative agreement has been reached between teachers and the administration at Ewing-Northern Grade School, averting a possible strike.

Both sides met Thursday night with a federal mediator and Collinsville attorney Barney Mundorf confirmed shortly after 10 p.m. that a tentative deal has been reached pending a vote of all teachers at 7:30 a.m. on Friday morning and the approval of the board at its next regularly scheduled meeting on Jan. 28.

Mundorf, who has acted as a spokesperson for the board, would not talk about any particular details in the tentative agreement but said he felt confident that both sides would ratify the contract.  He said details of the deal would not be released until after board approval.

Risley makes bond, released from jail

Norman Dwayne Risley, the 59-year-old Sesser man facing charges that include making bombs, possession of explosive devices and solicitation of a child, was released from the Franklin County Jail on Thursday afternoon after posting $75,000 cash bail.

The amount represents 10 percent of the $750,000 bond that was set after Risley was arrested on Dec. 21, 2012 and charged with three felony counts and one misdemeanor that includes one count of unlawful possession of explosives, one count of unlawful use of weapons, one count of indecent solicitation of a child and an additional single count of sexual exploitation of a child.

Risley appeared before Franklin County Circuit Judge Robert Lewis Thursday morning for a bond reduction hearing but the matter was pushed back to January 16 when he is already scheduled for a preliminary hearing.  Shortly after the hearing Risley posted bond and was released.

Risley was arrested after Sesser police, working on a tip, began investigating allegations alleging that he had solicited the minor child.  When law enforcement authorities gained entry through a search warrant to Risley’s residence and uncovered the cache of explosives that included 11 separate explosive devices (pipe bombs), explosive compounds and 16 blasting caps. The charges allege that Risley “intended to use the explosive devices to commit a felony.”

The charge of indecent solicitation of a child alleges that Risley approached a child under the age of 17 and “discussed and solicited the child to perform an an act of sexual penetration.”

Along with local law enforcement, state police, ATF agents and other federal authorities also participated in the investigation and arrest.

The additional charge against Romani – a Class 3 felony that carries a maximum sentence of 2-5 years in prison – was filed by Franklin County State’s Attorney Evan Owens on Dec. 31. Romani is also charged with aggravated battery, also a Class 3 felony.

Sesser man dies following bar fight

A 56-year-old Sesser man died Thursday night following an altercation at a local bar.

Romani remains in the Franklin County Jail on a single charge of aggravated battery however additional charges could be filed by Franklin County State’s Attorney Evan Owens following an investigation by the Illinois State Police.

The state police took over the investigation because a fatality was involved.

 

Sesser man charged with making bombs, solicitation of a minor

A 59-year-old Sesser man is in Franklin County Jail facing a variety of charges including making bombs and other explosive devices and solicitation of a child.

Norman Dwayne Risley was taken into custody on December 21 and is facing four felony charges that first originated following an investigation by Sesser police.

According to information filed in Franklin County Circuit Court on Thursday, Risley is charged with one count of unlawful possession of explosives, one count of unlawful use of weapons, one count of indecent solicitation of a child and an additional single count of sexual exploitation of a child.

Sesser police say they were working on a tip and were investigating the allegations involving the minor child when they gained entry through a search warrant to Risley’s residence and uncovered the cache of explosives that included 11 separate explosive devices (pipe bombs) and explosive compounds and 16 blasting caps. The charges allege that Risley “intended to use the explosive devices to commit a felony.”

Weather-related closings 12-26-12

Mother Nature is playing havoc with post-Christmas work schedules and holiday tournament basketball action.

Franklin County Sheriff Don Jones has closed all county offices due to the blizzard conditions that are expected to roar through Southern Illinois and Southeast Missouri late Tuesday night through midday Wednesday.  This area is expected to receive 6-12 inches of snow.  Gusting winds in excess of 45 miles per hour will make travel hazardous. This marks only the second time in nearly three decades that weather has forced all county offices to close.

The Sesser-Valier Holiday Tournament will also be pushed back one day with Wednesday’s schedule being played on Thursday, according to Sesser-Valier High School athletic director Chip Basso.  The tournament was scheduled to run December 26, 27, 28 and 29 but with the weather-related cancellation the final day of games will be pushed back to Monday, December, 31.

Updated 1:20 p.m. – The Eldorado Holiday Tournament schedule has also been pushed back one day. Thursday’s schedule will be played on Friday. The tournament will now run Friday, Saturday and Monday. The West Frankfort Redbirds will play at 11:30 a.m. Friday.
