Future child support cases to use widely accepted ‘Income Shares’

Illinois will join majority of other states with new approach starting July 1

SPRINGFIELD – The Illinois Department of Healthcare and Family Services announced today that the most widely used method nationwide to calculate child support will begin to be applied to new cases in Illinois starting July 1, following a bipartisan law signed by Governor Bruce Rauner last year. Child support orders established before July 1, 2017 will not change.

Under the “income shares” model, child support will be calculated primarily by looking at typical costs for families in similar circumstances. The income of both parents will also be factored in.

“With Illinois becoming the 40th state to adopt the income shares model, we will be using an approach that has become increasingly endorsed by experts and advocates in the field,” said Felicia Norwood, Director of the Department of Healthcare and Family Services.

Currently, child support in Illinois is calculated primarily based on the income of the obligor – the parent who owes payments – and the number of children.

The income shares model considers the typical costs to raise a child for a family at a similar income level as the parents in a case. If there are two incomes, both are added together to arrive at the amount needed to raise the child. Each parent’s contribution is then calculated by applying the methods laid out by the model. The portion owed by the parent who the child lives with is assumed to be paid because they reside together.

The General Assembly passed the income shares law in 2016, with overwhelming bipartisan approval and the governor’s signature. Many other states began shifting to income shares 10 years ago. The model was developed under the Federal Office of Child Support Enforcement.

Among the costs of raising a child that are taken into account are housing, clothes, food, transportation, ordinary uncovered medical expenses, ordinary extracurricular activities, entertainment and education. Judges may also consider extraordinary circumstances in setting support.

“Illinois now joins 39 other states and the District of Columbia in adopting the income shares model for calculating child support,” said Margaret Bennett, a DuPage attorney and chair of the Illinois Child Support Advisory Committee. “It is both equitable and accurate thus reducing conflict among divorced or never-married parents. Both parents and practitioners will find the new child support process to be transparent, fair and equitable thus making it more likely that parents will interact in a way that serves the best interests of their children.”

The new guidelines will apply to all child support cases set beginning July 1, 2017, however, the change itself does not entitle a parent to a modification of any current order of support.

HFS oversees the child support collection process statewide, regularly managing around 500,000 cases annually. Child support services are free and anyone may apply. Applications for service can be found at www.illinois.gov/hfs

Johnston City, Illinois, plans for 1st fireworks show in nearly a decade

For the first time in nearly a decade, a local city will host a fireworks show. The catch is that the event is actually being held a week before July 4, and the city only had three weeks to plan it.

The show in Johnston City is possible because of Panera Bread. The company chose Johnston City to film a national commercial. Panera Bread said the fireworks show is the theme for the commercial. Panera Bread paid the city $30,000 for it.

People in Johnston City told me they believe it’s a once-in-a-lifetime opportunity. One of the local organizers, Grant Mitchell, said the town feels like it won the lottery.

NOTE:  Panera Bread donates to a lot of causes here in Franklin County that is unknown, especially to fight poverty.  I felt that was worth mentioning.

 

West Frankfort man dies in car vs. motorcycle crash

HERRIN, IL-  WSIL- TV is reporting a West Frankfort  man was killed last night in a motorcycle accident on Chittyville/Freeman Spur blacktop.

There is a name circulating, and I will wait to there is official word to post.

I will be in contact with the Williamson County Coroner as well as the Sheriff’s department to obtain more information.

 

 

Heroes and Horsepower Car and Truck Show July 1st in Zeigler

The Zeigler Fire Department will be hosting our 4th annual “Heroes and Horsepower” car and truck show on the Circle in Zeigler.

The event is FREE for specatators and participant registration will be $15.00, and is from 8am-11am, with judging beginning at 10am. Awards will be handed out at 2pm. The first 100 entries will receive a dash plaque.

We will have burgers, hot dogs, chips, and drinks available for purchase the day of the event. We will also have Hot Rod Nights on site for music. Come out and support this great event that will be raising funds for our “Raise the Roof” fundraising campaign to add on to our current fire station.

Rauner won’t sign 911 funding plan that could increase phone taxes

Gov. Bruce Rauner’s administration said Thursday he would not support legislation that would allow the city to raise telephone fees in order to pay for 911 emergency service.

The measure, which was approved in the final hours of the spring legislative session, contained a provision extending the Emergency Telephone System Act. That law is set to expire on July 1, and allows phone carriers to collect money to support local 911 services.

AT & T filed a motion with the Illinois Commerce Comission to end land line service in the state.   The company bills the effort as a move to modernization that would allow it to invest more resources into its wireless and internet-based phone networks. Critics say the bill would leave behind hundreds of thousands of residents, particularly seniors, who rely on traditional landline telephone service.

On the third day of special session at the Illinois state Capitol, nothing was accomplished on a budget or reforms to grow the economy, but the state’s political leaders continued to point fingers at one another.

Senate President John Cullerton, D-Chicago, said his chamber did its work during regular session by passing a budget, a $5.4 billion tax increase and various reforms. He said Friday he planned to meet with the leaders of the House and Senate Republicans to try to push action.

“The governor has not called a leaders’ meeting with the five of us since Dec. 6, so I thought it would be helpful if we met with the four legislative leaders,” Cullerton said. “But the governor pulled the plug on that, told the Republicans not to go.”

Rauner denied that.

6-15-17 at 11:35 a.m. a traffic stop in Zeigler resulted in the arrest of Gus G Macropolos of driving while license suspended.

6-16-17 a traffic incident on Isaac Walton Road, just east of Route 148, led to the arrest of Linda Jones, 60 of Valier for driving under the influence of alcohol. 

6-21-17 at 11:41 am Deputies investigated an incident at the Franklin County Courthouse that resulted in the arrest of Natasha L. Potts Age 32 of Benton for felony theft. She is being held in the Franklin County Jail in lieu of $10,000.00 bond.

6-22-17 at 8:57 pm Deputies responded to a crash on Rt. 34 East of Benton. A 2000 Chevrolet Pickup Truck driven by Austin R. Crawford Age 16 of Benton was east bound on Rt. 34 when he attempted to pass a 2003 Ford Pickup driven by Lucas C. Prior Age 17 of Benton. The crash is still under investigation. Neither driver was injured; however two passengers in the Ford Pickup received major injuries and were transported to local hospitals by Abbott’s EMS. An Ameren utility pole, as well as a privately owned fence was also damaged. Citations are pending for both drivers

SOUTHERN ILLINOIS LAWMAKERS PREPARED TO ADVANCE A MORE EQUITABLE EDUCATION FUNDING FORMULA

SPRINGFIELD, IL – Following several previous attempts to fix the school funding formula, State Senators Dale Fowler (R-Harrisburg) and Paul Schimpf (R-Waterloo) are supporting a more fair and equitable school funding plan that avoids picking “winners and losers

Senate Bill 1124, Senate Floor Amendment 3, is a Republican compromise proposal to fix Illinois’ nearly 20 year-old school funding formula, in order to more equitably fund schools across the state.

“The old funding formula leaves a large amount of my district’s schools on the ‘short end’ when it comes to equitable funds. It is imperative that we put all of the state’s schools on a level footing,” Fowler said.

“This compromise represents a unique opportunity to give our Southern Illinois school districts the resources they need to educate our children,” Schimpf said.

SB 1124’s newest funding formula is supported by the latest dataset from the Illinois State Board of Education. A key feature of this proposal is that, unlike previous measures—including Senate Bill 1, there would be fewer dollars of the top that are immediately distributed to the Chicago Public School system, which continues to struggle after years of fiscal mismanagement.

In fact, Senate Bill 1124 SFA3 would drive more funding to low-income students across the state’s 852 school districts than previous measures, including Senate Bill 1. The ISBE analysis shows Senate Bill 1124 provides every single school district with more evidence-based tier funding than Senate Bill 1. When including both base funding and tier funding, every downstate and suburban school district would receive more funding through Senate Bill 1124 than under Senate Bill 1.

The Governor has already indicated that he would veto Senate Bill 1, and voicing his support for SB 1124 as the next best set of negotiated school funding terms—with much of the proposal having been agreed to by both sides of the political aisle. Senator Schimpf said he hopes that SB 1124 will be taken up during the current remaining days of Special Session.

Both Fowler and Schimpf represent the all or portions of nearly 19 counties that are the southern third of Illinois. From a geographic area that stretches from across the Gateway Arch in Downtown St. Louis, to Hamilton County and as far south as Cairo and Metropolis and all points in-between, school funding formulas vary wildly.
