Chances of a budget deal that would include at least $5 billion in tax increases took a hit Wednesday when House Democrats pushed for votes on reform measures that Republicans say are too watered down to do any good.

In order to sign off on a budget package that includes such a significant tax hike, Gov. Bruce Rauner said he wants a property tax freeze and meaningful reforms to state pensions, workers compensation and other items that would provide some relief to taxpayers and job creators.

With just two days to go until the end of the fiscal year, Republicans criticized Democrats’ tactics, saying that the measures as written don’t provide meaningful benefits and further meetings to work on them are scheduled.

Illinois State Police are mourning the loss of a trooper from Bellflower who died as a result of injuries he sustained in a crash Wednesday afternoon on Interstate 74 in DeWitt County.

ISP Director Leo Schmitz said Trooper Ryan Albin, 37, died about 8:45 p.m. Wednesday at Carle Hospital in Urbana, where he was airlifted to after the wreck. Schmitz said Albin had been with the state police since January 2006, and he and his K-9 partner, Biko, were assigned to District 6, based in Pontiac.

State police said the crash occurred around 3:10 p.m. on westbound I-74 near milepost 155, west of Farmer City. They said Trooper Albin’s squad car and a commercial vehicle were slowing down ahead of traffic approaching a construction zone when the commercial vehicle struck Trooper Albin’s vehicle. Trooper Albin’s K-9 partner was taken to the University of Illinois Veterinary Teaching Hospital and appears to have only minor injuries.

At least one person was injured and a Murray State University dorm was damaged after an explosion on Wednesday, June 28.

According to the head of marketing at Murray Calloway County Hospital, one person was brought in by ambulance and is being treated in the ER.

She said the person is in guarded condition

The state budget impasse could affect the accreditation of Illinois universities, which are already facing a funding cut under the recently proposed budget.

The Higher Learning Commission, which accredits schools in the Midwest, recently issued a letter cautioning lawmakers that a lack of funding places Illinois universities at risk of losing their accreditation.

Southern Illinois University Carbondale President Randy Dunn says losing accreditation could make it difficult to hire more staff.

Illinois Ranks Highest in Nation for Road Safety

SPRINGFIELD, IL – Illinois has been recognized as the top state in the country for road safety, according to The State of Safety report released by the National Safety Council. The report uses a grading system to rank states based on policy and laws pertaining to key safety issues.

“While it’s an honor to see our efforts recognized at a national level, the high ranking comes with responsibility,” said Illinois Transportation Secretary Randy Blankenhorn. “Now, more than ever, we have to continue developing new strategies to make zero fatalities a reality and improve safety for all who travel on Illinois roads.”

The report analyzes best practices, policies and laws throughout the nation as they pertain to safety across roadways, home and communities and workplaces. The road safety section is based on eight subcategories: impaired driving, child passenger safety, distracted driving, issues for older drivers, seat belts, speeding, teen drivers and vulnerable road users.

The Pulaski County Sheriff’s Office is looking for a man who has been missing since Sunday.

Deputies are looking for Michael Shawn Neal of Karnak, Illinois.

He was last heard from Sunday evening. His family says he was camping at Grand Chain Lodge located in Grand Chain, Illinois.

Some of his items were found at his tent, which was at a campsite about a half mile away from the lodge. Other items were found near the Ohio River.

A 6-foot-tall stone Ten Commandments monument installed Tuesday on the Arkansas Capitol grounds was toppled less than 24 hours later after a 32-year-old Arkansas man drove a vehicle into the statue, apparently while streaming the act live on Facebook, officials said.

Chris Powell, a spokesman with the Secretary of State’s Office, said he was called early Tuesday and told a man drove a vehicle through the monument. That driver — identified in an arrest report as Michael Tate Reed of Van Buren — was arrested by Capitol police shortly after, Powell said. News reports indicate Reed was previously accused of destroying a Ten Commandments monument in Oklahoma.

The Arkansas arrest report said an officer around 4:45 a.m. spotted a dark-colored vehicle “start from a stopped position and ram the Ten Commandments monument.”

Smith to take reins at Benton 47

After a nearly two-hour executive session, the Benton District 47 Board voted Tuesday to hire Marion native Stephen C. Smith as superintendent.

Smith, who is currently serving as superintendent at Dupo District 196, will replace Jay Goble, whose last day with the district is Friday. Goble will take the helm at the North Mac school district. He has been at Benton for six years.

Smith began his education career at Carbondale Community High School. He spent eight years there as a teacher, women’s golf coach and assistant principal. In July 2002, he began an 11-year stint as the principal at Marion High School. He just completed his fourth year as superintendent at Dupo.

 

Overnight house fire in Christopher

CHRISTOPHER, IL –  WSIL-TV reported a  house fire that happened overnight in the 300 block of South Thomas street in Christopher.

Christopher fire officials told News 3, they believe it was an exterior electrical panel, but the investigation is still ongoing.

I just spoke with Christopher Fire Chief Ron Learned, and he says loss to the structure was about 25%.  Coello fire department was called for mutual aid.  The financial loss was undetermined.

House Democrats introduced their spending plan Tuesday, less than four days before the start of a new fiscal year. House Minority Leader Jim Durkin said the plan has plenty of uncertainties.

The $36.5 billion budget bill proposed by the House spends about half a billion dollars more than Republican leaders’ plan and will rely on at least $5 billion in tax increases, as both the Republicans’ and Senate Democrats’ plans do.

In discussing details of the newly filed measure, Speaker Michael Madigan acknowledged it isn’t perfect.

“But I think it goes a long way into getting the state of Illinois in a good solid spending plan that responds to the real needs of the state, the real needs of the people of this state, and significantly is below the level of the governor’s introduced budget [of $37.3 billion],” Madigan said.
