SPRINGFIELD, IL –  The Illinois Senate returned to a special session on July 26 to deal with the education funding formula, but not much has happened thanks to the political gamesmanship by the Senate majority, according to State Sen. Dale Fowler (R-Harrisburg). 

The Senator expressed his frustration that some area schools are scheduled to begin the 2017-2018 educational year in less than three weeks. Despite this, Fowler said he’s seen an extreme lack of urgency from legislative majorities to advance a school funding bill to the Governor, which must become law before the state can release funds to schools. This uncertainty is causing undue pressure on some rural Southern Illinois school districts that have extremely low cash reserves. 

During a June superintendent meeting hosted by Senator Fowler with 22 area educational leaders, it became known that 80 percent of those in attendance had less than 120 days operating cash. Additionally, another four school districts across the 59th Senate District lacked the operating funds to even open their doors for the first day of classes. Other schools such as the Harrisburg Community Unit School District 3, indicated they would be in financial jeopardy as soon as Labor Day. 

 On July 27, Senator Fowler was joined by Vienna High School District 133 Superintendent Josh Stafford for a series of meetings with the Governor, State Secretary of Education Beth Purvis, and several other local superintendents from across Illinois. Superintendent Stafford was immensely concerned about the fact the Senate Bill 1 has lingered for nearly two months without being transferred to the Governor. The failure of the Senate majority to move the bill to the Governor’s desk so he can take action on the measure is causing a real issue for schools. 

Additionally, the situation is compounded even further by the fact that the Illinois checkbook has only $254 million in it, as of July 27. With the state being months behind in processing general state aid payments and other mandated categoricals, the Senate majority’s political games are clearly endangering the beginning of the 17-18 school year. schools.

Search and recovery effort at Rend Lake

BENTON, IL –  A search and recovery effort is on it’s way for a missing person and possible drowning in Rend Lake last evening.

The incident occurred in the North Marcum beach area.  When additional information comes available from authorities, I will pass it along.

UPDATE:  1:00 p.m. 7/29/17  Franklin Emergency Management Agency just announced the North Marcum Recreation area of the lake is closed.  Please use alternate facilities until further notice.

Gov. Rauner extends tax-filing, payment deadlines for residents, businesses impacted by recent flooding

Eight counties added to declared disaster list

SPRINGFIELD, IL – Governor Bruce Rauner today announced the state will waive penalties and interest for taxpayers in an additional eight counties who cannot file or pay on time as a result of the July 2017 floods. The waiver applies to affected taxpayers for payments or returns due between July 11, 2017, and Dec. 31, 2017.

“Our communities dealing with the unprecedented flooding in northern Illinois should focus on their loved ones and neighbors, not tax deadlines,” Gov. Rauner said. “Once these impacted families and businesses have had the time to recover, they can gather the necessary paperwork and file their returns and pay taxes.”

The eight declared disaster counties include Carroll, Henry, Jo Daviess, Lee, Ogle, Rock Island, Stephenson and Whiteside. Previously declared disaster counties include Cook, Kane, Lake and McHenry.

Taxpayers who opt to mail their deferred returns and payments should write Flood – July 2017 on the outside of the envelope in red ink and on the top of each page of the tax filing so the account can be updated and handled appropriately. Filers using MyTax Illinois or electronic filing methods are instructed to refer to the Illinois Department of Revenue’s website at  Tax.Illinois.Gov.  For questions, the Illinois Department of Revenue has set up a mailbox dedicated to those impacted by the floods at REV.DisasterRelief@illinois.gov.  

 

Michael Owens – Benton

Michael Owens, age 74, of Benton IL, passed away at 11:30 a.m. Thursday, July 27, 2017 at the Franklin Hospital Emergency Room.

Funeral services will be held at 1:00 p.m. Monday, July 31, 2017 at the Leffler Funeral Home of Benton, with Pastor Kurt Sanders officiating. Burial will be in the Masonic & Odd Fellows Cemetery of Benton. Visitation will be from 11:00 a.m. Monday until the funeral hour at 1:00 p.m. at the Leffler Funeral Home of Benton.

Mr. Owens was born on January 11, 1943 in Benton, Illinois, the son of Ransome Owens and Louise (McDonald) Owens. He married the former Myrna Kay Simmons on November 23, 1963; she preceded him in death on April 12, 2016.

Mike worked as a machinist with Air Stamping in Christopher, Illinois. He also received an accommodation for his help in working on the Apollo 8 Space Mission.

He was a member of the B.P.O.E. 1234, Fraternal Order of Eagles Aerie 2898, Boneyard Boccie Ball Club, all of Benton.

He is survived by two sons: Doug Owens and wife Melissa of Sherman, IL, Steve Owens and wife Beth of Benton; five grandchildren: Mitchell Owens and Jared Owens both of Sherman, IL, Josh Owens, Sam Owens, and Amelia Owens all of Benton; special friend Alyce Coleman of Benton; a brother Tim Owens of Atlanta, GA; a sister Brenda Beasley of West Frankfort, IL; and several nieces and nephews.

He was preceded in death by his parents, wife, two brothers Bill and Wayne Owens, and two sisters Joy Johnson and Mary Hammel.

7-21-17 at 12:40 pm Deputies investigated a complaint for violation of an order of protection.  The investigation resulted in the arrest of James D. Bowers Age 32 of McLeansboro for a felony charge of unlawful violation of an order of protection.

7-23-17 at 5:14 pm Deputies responded to a single vehicle traffic crash on Long Prairie Road, 1/4 mile north of Rt. 14.  A 2002 Chrysler Sebring driven by Travis B. Crawford Age 26 of Benton,  was south bound at a high rate of speed when the driver lost control, traveled over the north bound lane, off the roadway, into a ditch and overturned.  The driver was not injured, but was cited for failure to reduce speed to avoid an accident.

7-23-17 at 11:09 pm Deputies responded to a reported burglary in progress at a residence in rural West Frankfort.  The investigation resulted in the following arrests: Victoria L. Barron Age 26 of Creal Springs, Matthew P. Craig Age 33 of Creal Springs, Dennis W. Gill Jr. Age 27 of Carterville and Kenneth J. Marks Age 22 of Creal Springs. All were charged with residential burglary and felony theft.  (mugshots will be at the end)

7-25-17 at 3:24 pm Deputies responded to a two vehicle traffic crash on ll. Rt. 37 south of West Frankfort.  A 2001 Chevrolet Truck. driven by Walter E. Robinson ,Age 84 of Christopher, was south bound on Rt. 37 and failed to stop, rear-ending a south bound 2016 Nissan Maxima driven by Marabeth Clark, Age 54 of West Frankfort.  There were no injuries and Robinson was cited for failure to reduce speed to avoid an accident.

7-26-17 at 8:16 am Deputies investigated a reported driver unresponsive in a vehicle in rural Benton. The investigation resulted in the arrest of Ashley M. Eldridge, Age 33 of Christopher for driving while license suspended and possession of 10-30 grams of cannabis.

Randolph County to Host Start of the 100 Day Countdown to the Illinois Bicentennial Celebration

At 9 a.m., a gathering of state, county and local officials, along with state historians, will mark the date with a ceremonial signing of the 1818 Illinois Constitution. The ceremony and document signing will be in front of the original courthouse near the Liberty Bell of the West shrine.  Officials will signal the start of the 100 Day Countdown to Dec. 3, the date Illinois was federally recognized as a state and the official start of the Bicentennial Celebration.

The 100 Day Countdown will be commemorated each day through videos about Illinois history produced by Illinois high school and college students and posted on www.Illinois200.com, Illinois200 social media platforms, media partners WGN Radio.com and SJ-R.com and other media. BMO Harris Bank is the sponsor of the 100 Day Countdown to the Illinois Bicentennial.  

At the completion of the ceremony, the group will proceed on the Kaskaskia/Cahokia Trail and stop at the Pierre Menard home, recognizing the home of the first lieutenant governor of Illinois.  Fort de Chartres State Historic Site will be the next stop on the trail for special activities.

 Exhibits including the powder magazine (the oldest building in Illinois) will be available from noon to 3 p.m., and the public is invited to view a special flag raising ceremony at 2 p.m. The boom of cannons and a parade of colorful uniforms will transport visitors back in time to the early history of Illinois and the region.

The special events are free and open to the public. Food and refreshments will be available. 

Bicentennial Commission Co-Chair and Southern Illinois University System President Randy Dunn said: “As a resident of Randolph County for over 10 years, I’m proud that one of the state’s very first bicentennial events will take place at Kaskaskia, our first capital.  The area is so closely intertwined with the history of Illinois, and it will be exciting to be part of this celebration.”

Saluki Men’s Basketball unveils 2017-18 non-conference slate

CARBONDALE, IL — Saluki men’s basketball coach Barry Hinson unveiled the 2017-18 men’s basketball non-conference schedule on Friday morning — a 13-game slate that features seven home games — plus a return trip to basketball powerhouse Louisville.

“I think it’s a good schedule for us,” Hinson said. “I think it’s a great balance. We’ve got a Power Five team on there, we’ve got NCAA berth teams on there, we have teams that are going to be much improved from where they were last year.”

The home schedule opens on Nov. 18 against Division II Illinois-Springfield and continues with SIUE (Nov. 29), San Jose State (Dec. 2), SEMO (Dec. 9), Jackson State (Dec. 13), Lamar (Dec. 17) and North Carolina A&T (Dec. 19). SIU will play one exhibition game on Nov. 4 when it hosts Rockhurst.

The four-game road slate starts on Nov. 10 at Winthrop — a team that won 26 games last year and advanced to the NCAA Tournament as the Big South champion. On Nov. 21, the Salukis will return to Louisville to play a Cardinals team that is expected to be ranked in the top 15 nationally. Louisville beat Southern, 74-51, last year in the first meeting between the programs in 40 years. The remaining two road games are at Murray State (Nov. 25) and Saint Louis (Dec. 6) — two teams that the Salukis beat at home last season.

SIU will wrap up its non-conference schedule with two games at Orleans Arena in Las Vegas as part of a Multi-Team Event on Dec. 22-23. The pairings have not been set, but the Salukis will face two teams from the pool of Duquesne, Nevada and San Francisco.

“I think (this schedule) is a great challenge for our guys and I think it’s a great prep for us going into conference,” Hinson said.
