Governor Rauner Statement on Speaker Madigan’s 32% Tax Hike

SPRINGFIELD – Governor Bruce Rauner today issued the following statement following the House of Representative’s passage of a 32 percent income tax hike without any reforms to grow the economy, create jobs, or provide property tax relief:

“When I took office, I promised the taxpayers of Illinois that I would fight every day to take this state in a new direction after decades of failed leadership from both parties. Today, Springfield has decided to give the people of Illinois the largest tax hike in history and continue out of balance budgets with no real reform.

“Under Speaker Madigan’s direction, legislators chose to double down on higher taxes while protecting the special interests and refusing to reform the status quo. It’s a repeat of the failed policies that created this financial crisis and caused jobs and taxpayers to flee. “I will veto Mike Madigan’s permanent 32 percent tax hike. Illinois families don’t deserve to have more of the hard-earned money taken from them when the legislature has done little to restore confidence in government or grow jobs. Illinois families deserve more jobs, property tax relief and term limits. But tonight they got more of the same.

“For two and a half years we have been working to find common ground on a balanced budget.  As recently as two days ago we believed that was possible.

“The legislature could have passed a no reform budget like this one two years ago. Instead, they allowed Mike Madigan to play his political games, passed phony budgets, racked up our debt and inflicted pain on the most vulnerable. All of this to force a permanent, 32 percent tax increase on Illinois families

“Moving forward, this vote shows that if the legislature is willing to pass the largest tax hike in state history with no reforms, then we must engage citizens and redouble our efforts to change the state. “​

State budget and tax increase passes the House

Within the last hour, the Illinois House of Representatives passed both Senate bills 0006 and 0009 to bring some amendments to both bills back to the senate to vote on again, and then go to Governor Bruce Rauner’s desk.

State Representative Dave Severin (R-Benton)  voted for SB 6 which was the budget before a tax increase.  Southern Illinois representatives Terri Bryant (R-Murphysboro) and Brandon Phelps (D-Norris City) supported it as well.  The bill passed the house with a vote of 81-34.  This bill is veto proof.

Severin voted down SB 9, which raises the state payroll tax in Illinois from 3.75% to 4.95%.  This also raises the corporate income tax in the state to 7%.  It passed the house 72-45, one over the 3/5 of the house to override the bill, which Governor Rauner already stated he would veto.

Senate minority leader Jim Durkin earlier in the day said that Speaker of the House Mike Madigan put some add on amendments to SB 9.  It is worth keeping an eye on as the Senate reconvenes tomorrow.

Senate bills 6 and 9 were passed along party in the Senate in May.

Budget negotiations at the state Capitol hit another snag Sunday as House Minority Leader Jim Durkin accused Democrats of making changes to legislation at the last minute.

Emerging from a Republican caucus meeting Sunday afternoon, Durkin said Democrats added a new amendment to their $36.5 billion spending bill.

Late Saturday, Speaker Michael Madigan announced a vote on a tax increase package would be held Sunday. But Durkin said that Republicans couldn’t put votes behind tax increases without knowing what’s in the spending plan.

Members of the Illinois House return to special session this afternoon to vote on a tax hike package that includes increases to the state’s income and corporate tax rates. What’s unclear is whether reform measures that Republicans, including Gov. Bruce Rauner, have pushed for will get a vote.

Speaker Michael Madigan announced the tax incease vote late Saturday after Republicans accused him of stalling budget negotiations. Today’s session was scheduled to start at 2 p.m. but has been pushed back to 2:30.

At stake for taxpayers is a 32 percent income tax hike that would move the rate from 3.75 percent to 4.95 percent effective July 1. If the increase is approved by a three-fifths majority of lawmakers and signed by Rauner, a family with household income of $60,000 a year would owe the state about an additional $720 each year. Their rates would increase from about $2,250 annually to about $2,970, depending on how many exemptions they claim. The corporate tax rate would increase from 5.25 percent to 7 percent, a 33 percent hike.

NOTE:  Here is a link to an Associated Press story shared by the NBC affiliate in Chicago. It was from sometime in 2014, where a state appellate court ruled against term limits appearing on the November ballot of the ’14 election  Bruce Rauner was a candidate for governor then.

I am a strong proponent of them.  If they were in place, the mess in Springfield would be solved.  Mike Madigan would be out of office.

Illinoisans very well could learn Sunday whether their taxes are going up and, if so, by how much. Based on legislation passed by Senate Democrats in May and ongoing discussions through June’s special session, the tax increase is expected to total at least $5 billion and include a 32 percent income tax hike on Illinois workers.

House Speaker Michael Madigan, after being accused of stalling budget negotiations earlier in the day, issued a statement late Saturday afternoon saying that the House would vote Sunday on a tax increase package he claims is supported by Republicans.

There is no agreement on a comprehensive budget package that includes reforms and revenue,” according to Senate Minority Leader Jim Durkin, R-Naperville, said. “This impasse can only be resolved in a negotiated manner. It is our hope that Democrats will remain at the negotiating table.”

Another accident on Interstate 57

According to Southern Illinois Fire Incidents, the Southbound lane of I-57 is closed at the 75 mile marker.  Traffic is nearly backed up to the Ina exit.

Sesser Fire and Rescue is responding to a motor vehicle accident with a semi involved.  I am unsure if any other vehicles were in the crash.

Even though the northbound lane is not closed, it would be wise to exit at Benton, in case traffic is slowed.

ZEIGLER, IL  We cannot say thank you enough for all of the support that we received today at our 2017 Heroes and Horsepower Car and Truck show benefitting our Raise the Roof fund.

We had 92 cars and trucks at our show today and we cooked and sold 200 burgers and 150 hot dogs. We had amazing sponsors, participants, and members of our department who stepped up to make this show a HUGE success.

We would also like to thank Mayor Dennis Mitchell, City Clerk Pam Perry, Water Clerk Jane Edwards, and the City of Zeigler Street Department for their parts in making this event come together. A big thank you goes out to Franklin County Emergency Management for them allowing us the use of their mobile command trailer, generator, and personnel for this event.

We would also like to thank Hot Rod Nights for their amazing support planning this event, and providing top notch awards for our event. We cannot wait to see everyone back next year for what we hope is a bigger and better event.

West Frankfort man arrested on sex charges

Franklin County Deputies assisted by the Benton Police Department and the United States Marshall Service in the arrest of Kyle A. Ridlen, age 27, of rural West Frankfort at 4:00pm on June 30, 2017 at his residence.

Ridlen was taken into custody on a Franklin County warrant charging him with Child Pornography and Grooming.

The case is part of an ongoing investigation by the Franklin County Sheriff’s Cyber Crimes Unit. Ridlen later was released from custody after posting $5000.00 cash bond.

My fellow Americans,

This week, I was joined at the White House by American families whose loved ones were killed by illegal immigrants.

Many of these illegal immigrants had extensive criminal records and had been repeatedly deported.

Every single one of these deaths was preventable.

These beautiful American lives were stolen because our government refused to do its job.  If the government had simply enforced our immigration laws, these Americans would still be alive today.

That is why, since the day I took the oath of office, I have been restoring the enforcement of our immigration laws and the protection and defense of our borders.

These courageous Americans joined me at the White House to call on Congress to pass two bills that I campaigned on during the election.  If enacted, these bills will save countless Americans lives.  The first bill, Kate’s Law, is named for Kate Steinle, who was killed by an illegal immigrant who had been deported five times.  This law will enhance criminal penalties for those who repeatedly re-enter our country illegally.

The second bill, the No Sanctuary For Criminals Act, will block federal grants to jurisdictions that shield dangerous criminal aliens from being turned over to federal law enforcement.

On Thursday, I am glad to report, these two bills passed the House of Representatives.  This represents a crucial step toward ensuring our public safety and national security.

I want to thank Judiciary Chairman Bob Goodlatte for his dedicated work on these critical bills, as well as other crucial legislation that will soon be considered as well.  I also thank Leadership for advancing these life-saving measures.

I now call on the Senate to take up these bills and send them back to my desk for signature – as soon as possible.  We need security.  We need safety in our country.  And I call on members of both parties to stand united with victims to stop these terrible and senseless crimes from ever happening in the first place.

This legislation presents a simple choice: either vote to save and protect American lives, or vote to shield and comfort criminal aliens who threaten innocent lives – and they’ve been shielded too long.

As we head towards the Fourth of July, we remember now more than ever to cherish our freedom.  The foundation of freedom is the rule of law.  It forms the bedrock of our Constitution and the cornerstone of our way of life.

So this Independence Day, while we’re enjoying treasured time with our friends and loved ones, let us not forget the families who have an empty seat at the table this year.

And let us pledge that from now on, we will protect, defend and save American lives.
