The next paycheck Illinois’ workers receive will have less money in it than the one before it. So will the one after. And the one after that.

For the first time in more than two years, the state has an enacted budget, but it comes at a significant cost to taxpayers.

House Speaker Michael Madigan got exactly the 71 votes he needed to overturn Rauner’s vetoes. Ten Republicans joined 61 Democrats in voting to override.

“The people in this chamber did not do what was easy today, but we did what was right for the future of out state,” Madigan said on the House floor. “There are a lot of things that will be said about this vote, but the most important thing I can point to is that Republican legislators and Democratic legislators got this done together.”

NOTE:  The Southern Illinois Legislators did not change their vote as Dave Severin (R-Benton) voted no.  Terri Braynt (R-Murphysboro) and Brandon Phelps (D-Norris City) voted yes.

Area senators John Cavaletto (R-Salem) and Jerry Costello II (D-Smithston) voted no as well.

Franklin County State’s Attorney Evan Owens has corresponded with the office of Illinois Attorney General Lisa Madigan, requesting payment be made to employees of the Second Judicial Circuit probation and detention programs.

In a letter dated June 29, Owens says he knows Madigan will be petitioning the Cook County court for an order to allow Comptroller Susana Mendoza to continue to pay state employees’ salaries without appropriation from the General Assembly.

“Franklin County can not borrow any more money and it appears that we have run out of time and options. I suggest the Director notify his employees that there is no money to pay for their work unless the Comptroller is ordered to pay them in the same manner as other State employees,” Owens continued in his letter to Debra Barnes.

$5 billion in tax hikes on line as House returns to session for historic veto override vote

Lawmakers in the Illinois House return to the Capitol this afternoon for an historic vote that could cost state taxpayers more than $5 billion in tax increases.

Gov. Bruce Rauner is urging lawmakers in the House not to override his vetoes of the tax hikes and $36.5 billion budget, saying that without reforms Illinois will soon be back for more money from taxpayers.

The Senate already voted to override Rauner’s vetoes. Today’s vote in the House will determine their fate, assuming a quorum of representatives are present. The House didn’t have quorums when called into session both Tuesday and Wednesday. A successful override, which will take 71 votes, means the 32 percent income tax increase and 33 percent corporate tax increase go into effect immediately. Anything short of 71 votes and Rauner’s veto stands and lawmakers will have to get back to work.

WF Council Votes to Repair Vanity Fair Roof

WEST FRANKFORT, IL – (William McPherson, West Frankfort Gazette.  Please Click on the link for the full story.  Here is an excerpt below.)

The city council granted approval to repair a portion of the roof at the West Frankfort Outlet Mall at last Tuesday’s regular city council meeting.

Steve Phelps out of Fairfield gave the City two options, one that would lay down custom-cut fiber board and an additional layer of silicon sealant. The cost to do the entire roof would be $525,650—to just do Vanity Fair, which equates to roughly half of the mall’s roof space would be $248,000. One concern with this option was the amount of additional weight it would put upon the mall building.

The city council approved the second option at the recommendation of Business Incubator Don Gass, opting to only cover the Vanity Fair section of the roof, which also covers the entrance to the mall. Jordan added that 95 percent of the problems with the outlet mall’s current roof would be fixed with just fixing the Vanity Fair portion of the roof. Jordan also said that the contractor said that if wanted, he could come back at any time and apply the spray sealant to the remaining portion of the roof, adding that he could come back as soon as next year at the same price point without the need for an additional bid.

Illinois Department of Veterans’ Affairs Executes Rapid Response to Cyber Issue

Springfield, IL – On July 3, 2017, the Illinois Department of Veterans’ Affairs (IDVA) reported evidence of malware virus on the agency’s network. IDVA staff quickly responded to minimize the spread and launched a security incident response through the Illinois Department of Innovation & Technology (DoIT). At this time, technical and security teams are working to restore crucial services and investigate the scope and cause of the incident.

“I am pleased with our staff’s prompt response to this incident,” said Erica Jeffries, Director of the Illinois Department of Veterans’ Affairs. “Teams are working around the clock to restore services for our veterans in the most rapid and secure means possible. In the meantime, IDVA can be reached at 1-800-437-9824 and staff is available in our 80 Illinois counties to answer any questions on services and veteran benefits.”

Security incidents such as these further validate the importance of an enterprise approach to cybersecurity at the State of Illinois. On March 21, 2017, Governor Rauner released the State of Illinois Cybersecurity Strategy, which has been developed to help ensure critical information and systems are protected from cyber-attacks. The plan also establishes consistent response strategies in the event of cyber incidents.

Marginal risk for severe weather today and Friday

by Steve Dunford

The Storm Prediction Center in Norman OK, has placed Southern Illinois under a marginal risk (Level 1) for severe weather today and Friday.  At this time, the confidence is very low.  The National Weather Service in Paducah is stating  spotter activation is not likely in their hazardous weather outlook.

At mid afternoon yesterday, KFVS -TV Meteorologist Brian Alworth discounted the severe threat.  He said today would be a repeat of Monday.

The only threat I see of anything coming severe if the line of showers and thunderstorms would maintain some energy before they get there.  At this time I do not see the atmosphere being juiced enough when they arrive.

The biggest threats for today is heavy rain and possibly some lightning out of these storms.

The confidence is not very high at this time for Friday either,  There is only a 20% chance of showers and thunderstorms.  We are heading into the time of year in which that chance could happen every day.

GOP lawmakers, governor worry proposed budget has education funding boobytrap

School districts across the state could be without funds if there’s not an evidence-based school funding reform measure, sought by House Speaker Michael Madigan, in place soon.

Gov. Bruce Rauner’s veto message of the budget said that it “holds schools hostage to force a Chicago bailout,” because if education funding reform legislation doesn’t become law soon, no money goes out to any school in August.

The Democrats’ measure passed both chambers some time ago but has yet to be sent to the governor. Republicans criticized that plan because they said it includes what amounts to a bailout of Chicago Public Schools. They proposed what they said was compromise plan, but that was never allowed to come for a vote.
