IHSA October Board Meeting Recap

The Illinois High School Association (IHSA) Board of Directors met at its regularly scheduled meeting at the IHSA office in Bloomington on Wednesday, October 11, 2017, where the Board voted to elect its officers for the 2017-18 school year.

Erie High School Principal Tim McConnell  was voted as the Board President, becoming the 37th individual in the Association’s history (dating back to 1903 when Aurora’s C.P. Biggs was named the first President) to serve in that role. McConnell has served on the Board as the representative from Division 4 since 2012, and was re-elected to his seat for a three-year term earlier this month. McConnell served as the Board’s Vice-President in 2016-17, and was interim President for the meetings in August and September, filling in for East Peoria’s Chuck Nagel, who was the President in 2016-17, but retired over the summer.

“I feel humbled that the that the principals in Division 4 nominated and elected me to my third and final term on the Board,” said McConnell. “I feel a great sense of responsibility to the Association and its membership in my service to the Board, and now as the President. I was fortunate to have served under three previous Presidents (Anna-Jonesboro’s Jim Woodward, Wauconda’s Dan Klett & Nagel) who were great mentors and friends. It’s an honor and privilege to have a small part in leading the IHSA and promoting its mission.”

Andrew High School Principal Robert Nolting was voted by his fellow Board members to the Vice-President position after serving as the Secretary last year, while Rockridge High School Principal Katy Hasson was tabbed to succeed Nolting as Secretary.

 

ACTION ITEMS

1. The Board approved a recommendation to appoint the following individual to fill a vacancy on the Legislative Commission:
District 4: Jeff Wardle, Principal, Buffalo Grove

2. The Board approved a recommendation to create an ad hoc committee to review IHSA Policy 17 (classifications, multiplier, waiver policy & success adjustment formula).

3. The Board approved a recommendation to modify the definition of a custodial parent definition in the IHSA Handbook. The definition now reads:

“Custodial Parent – A parent (mother or father) who has been assigned custody or joint custody by a court of proper jurisdiction or, where applicable, who has been designated as the parent with the majority of parenting time in a court approved parenting plan (“Parenting Plan”) unless the address of the parent who does not have the majority of parenting time is listed in the Parenting Plan as the child’s residential address for school enrollment purposes only, in which case the latter shall be considered the address of the custodial parent for purposes of these by-laws.”

4. The Board approved a recommendation to make Champro Sports the official lacrosse ball of the IHSA Boys Lacrosse State Series and IHSA Girls Lacrosse State Series for the 2018, 2019 and 2020 seasons. The Champro lacrosse balls will be used in all IHSA Boys Lacrosse postseason contests and all IHSA Girls Lacrosse postseason contests, including the inaugural State Finals this spring.

“We appreciate all the companies who showed interest in becoming the Official Ball of IHSA Lacrosse. We felt like we couldn’t go wrong with the selection, but Champro had several factors that set it apart, starting first and foremost with the feedback from our coaches who told us that Champro makes a quality ball that will hold up throughout the season. In addition, Champro offered a great price point for our member schools to purchase balls if they choose to do so, while having them be a local company (Wheeling) will only help customer service and their efforts to help grow the game here.”

5. The Board approved a request to amend the host facility payment for the IHSA Football State Finals at Huskie Stadium.

6. The Board approved a change to IHSA Board Policy 37, increasing the maximum Baseball Pitch Limit in State Series games to 115 pitches.

“When the Board established the IHSA’s pitch count guidelines last December, we anticipated that the committee would have some potential tweaks after the first season. The committee felt that adding ten pitches to the total (105 in regular-season) in the postseason, when arms are stretched and players are acclimatized, would be a reasonable accommodation. The Sports Medicine Advisory Committee was ultimately in agreement, which was an important factor in the Board’s decision to approve this change.”

7. The Board conducted its annual election of officers, with the following results:
President: Tim McConnell, Erie High School
Vice-President: Robert Nolting, Andrew High School
Secretary: Katy Hasson, Rockridge High School

 

ADVISORY COMMITTEE RECOMMENDATIONS

1. The Board approved the consent items from the Advisory Committees in the following sports & activities: Girls Badminton, Baseball, Softball, Track & Field, Water Polo, Bass Fishing, Athletic Administrators, Athletes with Disabilities and News Media.

Consent items are recommendations that received approval from the sport/activity advisory committee, the Athletic Administrators Advisory Committee and the IHSA staff. Consent items can be viewed by clicking here.

Non-consent items are recommendations from sport or activity committees that did not receive a majority vote from the Athletic Advisory Committee or IHSA staff.

One Non-consent item was approved:

Baseball/Softball
1. The number of officials assigned to work the IHSA Baseball & Softball State Finals will increase from six officials to 12 officials per weekend.

1. Sectional dates moved from Friday to Thursday.

 

APPEALS & ELIGIBILITY RULINGS
1. The Board sustained the Executive Director’s ruling on a student from Mundelein (Carmel). The student was ruled ineligible for non-compliance with IHSA By-law 3.030 and 3.040.

 

DISCUSSION ITEMS
At each meeting of the Board of Directors, there are certain items the Board discusses, but upon which no action is taken. The following is a report of those items from the October 11, 2017, agenda:

1. The Board heard a report from the Executive Director on the NFHS Section IV Meeting which was held September 21-22 in East Lansing, Michigan.

2. The Board heard a report from the Executive Director on the by-law proposals that have been submitted for the upcoming legislative process.

3. The Board heard a report from the Executive Director on the IHSA New Administrators Workshop held at the IHSA office on October 4, 2017.

3. The Board heard a report from the Executive Director on the upcoming IADA Division Meetings. The IHSA will have a staff member at each meeting, which are scheduled on the following dates:

4. The Board heard a report from the Executive Director on the IHSA’s role in the recent IASA Conference in Springfield, as well as the IHSA’s plans at the upcoming IPA Conference in Springfield.

5. The Board heard a report from the Executive Director on a recent meeting with CPS Athletic Administration officials.

6. The staff and Board welcomed new IHSA Coordinator of Special Programs Raye McDonald, as well as new Board members Diana Brown (De LaSalle), Amy McMahan (PORTA), and Kurt Tenopir (Fremd).

BCHS Senior Spotlight: Caleb Pemberton

Today’s Senior Football Spotlight is wide receiver and defensive back, # 17 Caleb Pemberton. Caleb is the son of Mark & Kendee Pemberton.

Caleb has been playing football for five years. He loves playing football as well as riding dirt bikes and 4-wheelers with his friends. He can also be found working on trucks.

Next year he plans to enlist in the United States Air Force.

He says he is thankful for his parents and all of his coaches for their investment in his life.

Gov. Rauner continues Built in Illinois tour

Encourages women in manufacturing

CICERO, IL — Gov. Bruce Rauner continued his Built in Illinois tour today with a visit to United Scrap Metal Inc., an award-winning, woman-owned business in Cicero. The tour highlights the importance of the manufacturing industry to the Illinois economy as part of National Manufacturing Month.

“Marsha Serlin’s business story is inspiring,” Rauner said. “Started with just $200 and a rental truck in 1978, Marsha has built United Scrap Metal into a firm that employs 300 people. Seeing her operation, it is easy to see why she is called the ‘scrappiest entrepreneur’ in the industry.”

Serlin’s company is among the largest women-owned businesses in Chicago. It purchases, processes and markets recyclable commodities and serves 2,500 clients coast-to-coast.

“We want to see Marsha’s story repeated over and over again,” Rauner said. “That’s why my administration is trying so hard to get government out of the way of growth businesses.

“We need to create a climate that helps Illinois companies compete successfully so they can start up and grow and hire people,” he continued. “Cutting red tape and burdensome regulation is one way government can help fuel the engine of prosperity.”

Manufacturing is currently the second largest industry in Illinois. Ninety-two percent of the state’s exports are manufactured products. Nearly 600,000 Illinoisans are employed by over 12,000 firms whose products account for 13 percent of the state’s gross domestic product.

Recognizing the importance of the manufacturing sector to the state’s economy, Rauner proclaimed October Built in Illinois Month.

Reservations Now Available for Annual ICF Director’s Hunt at Wayne Fitzgerrell State Recreation Area

Two-day pheasant and quail hunt scheduled for Nov. 20-21

SPRINGFIELD, IL – Join Illinois Department of Natural Resources Director Wayne Rosenthal in support of the Illinois Conservation Foundation at the annual ICF Director’s Hunt at Wayne Fitzgerrell State Recreation Area in southern Illinois.

The two-day controlled pheasant and quail hunt – co-sponsored by Pheasants Forever and Quail Forever – is scheduled for Monday and Tuesday, Nov. 20-21.

Hunting will take place on 25 fields at Wayne Fitzgerrell SRA, one of the state’s best venues for upland game and other hunting opportunities.

The event includes late morning check-in and lunch on Nov. 20, a full afternoon of hunting, followed by a cocktail reception, dinner and auction in the evening.  On Nov. 21, a morning hunt is scheduled after breakfast.

The ICF Director’s Hunt, to benefit Illinois Conservation Foundation youth hunts and youth conservation education programs, is priced at $275 for individual hunters or $1,000 for a team of four, which includes two hunts, two boxes of steel shot shells for each hunter, plus a guide and dog, if requested.  Banquet-only tickets are also available (for those unable to hunt) for $50 each, or $75 for a couple.

Board members of the Central Dispatch of West Franklin County voted Wednesday night to place former Franklin County Sheriff’s Deputy Christopher Hampton on unpaid administrative leave, indefinitely.

Hampton faces charges of criminal sexual assault and custodial sexual misconduct. The felonies stem from an incident in January of 2016. Following the incident, the Franklin County Sheriff placed Hampton on administrative leave and he later resigned then began work at the dispatch center.

Rebecca Whittington serves as general counsel for the West Franklin County Central Dispatch board. She told News 3 Hampton’s position will be held open, but he will not be on staff or payroll.

Du Quoin’s beautiful but shuttered Grand Theater may find new life in the near future, but first there will be a healthy serving of due diligence.

The budget for Du Quoin’s tax increment financing districts, adopted at Monday’s city council meeting, lists as a new initiative an effort to “revive, redevelop, and reestablish” the Grand Theater, located at the corner of Washington and Main streets.

Mayor Guy Alongi said Monday that while the prospect of reestablishing the theater is exciting, the city will proceed cautiously and deliberately.

“We don’t want it to turn into a white elephant that we have to spend hundreds of thousands of dollars on,” Alongi said. “We want to walk through this before we run

The Grand Theatre is truly a movie palace. It’s small town location and continuous operation put in a very unique position. Most of the small town palaces are gone, they will never be back. If for no other reason the Grand Theatre should be kept going and if possible be restored. The Grand Theatre was closed on October 18, 2010 screening “Alpha and Omega” and “Let Me In”. However, after a two weeks closure, it was re-opened on November 5, 2010. The Grand Theatre was closed in January 2016.

 

Rend Lake College Named Aspen Top 150 again, Eligible to Compete for $1 Million Dollar Prize

INA,  IL (Oct. 11, 2019) – Rend Lake College was named today one of 150 community colleges eligible to compete for the 2019 Aspen Prize for Community College Excellence, the nation’s signature recognition of high achievement and performance in America’s community colleges.

RLC was selected from a pool of nearly 1,000 public two-year colleges nationwide to compete for the $1 million Aspen Prize. “As always, we are honored to be considered one of the best options for students as they pursue their future. This type of recognition highlights the hard work and dedication of our staff to the goals and aspirations of our students and community,” said Rend Lake College President Terry Wilkerson.

Awarded every two years since 2011, the Aspen Prize recognizes institutions with outstanding achievements in four areas: learning; certificate and degree completion; employment and earnings; and high levels of access and success for minority and low-income students. This marks RLC’s fifth Aspen top 150: 2011, 2013, 2015, 2017 and now 2019, every year that the award has been active.

“Especially in the current social and economic climate, it is exceptionally important that our nation’s community colleges develop the diverse talent needed to fuel democratic engagement, social mobility, and economic opportunity and growth,” said Josh Wyner, executive director of the Aspen Institute College Excellence Program. “Through this competition we’re working to inspire other institutions across our country to ensure more students succeed in college and their lives beyond those campuses.”

RLC will move forward to the next round of the competition for the Aspen Prize for Community College Excellence by submitting an application to be reviewed through a rigorous evaluation for a spot on the top ten Aspen Prize finalists list. Top ten finalists will be named in May 2018. The Aspen Institute will then conduct site visits to each of the finalists and collect additional quantitative data. A distinguished Prize Jury will select a grand prize winner, finalist(s) with distinction, and rising star(s) in spring 2019.

This decision comes on the heels of RLC being ranked top in the state by WalletHub for the second straight year and being named SmartAsset’s top ranked community college in the nation for 2016. Eugene “Bear” Braden – Valier

Eugene “Bear” S. Braden Jr., of Valier, passed away on Monday October 9, 2017.

He was born January 6, 1948 in Christopher to Eugene “Red” and Mary (Trbovich) Braden. He married Dale Ann (Furlow) Braden on April 5, 1974.

Survivors include his wife Dale Ann Braden of Valier, one daughter Michelle Hamm of Sesser; one grandson Kody Killgrove of Mulkeytown; one sister Sue (Jim) Hastings of Mulkeytown; three sister-in-laws Darlene Furlow of Christopher, Diana Ingersoll of Christopher, Debbie Sisney of Mulkeytown; one brother-in-law Donnie Furlow of Coello; and several nieces and nephews.

He was a retired Correctional Officer at the Federal Penitentiary in Marion, IL He was a member of the American Legion and The Italian club.

Funeral services will be on Friday October 13, 2017 at Noon with Rev. Daniel Ison officiating. Visitation will be on Friday October 13, 2017 from 10:00 AM until Noon. Burial will be in Maple Hill Cemetery in Sesser.

In lieu of flowers donations can be made to The Italian Club Christmas for Kids and will be accepted at the funeral home.
