Flora Maxine Helton – Christopher, IL

Flora Maxine Helton, 89, of Christopher, passed away on August 20, 2020 at her home.

Maxine “Nan” was born on July 5, 1931 to Almus and Mary Kirkpatrick.

They dated for three months when he asked her to marry him. They married March 27, 1948. And that was the beginning of a 56 year marriage and a lifetime of family and friends. Maxine loved her family and it showed through her actions. The family moved back here in 1967 so they could take care of her mother. And that snowballed into not only taking care of her own family but her siblings, grandkids, neighbors and friends. She always wanted everyone to be taken care of and fed, even to the last weeks telling everyone to have some food and drink and to be careful on their way home. Maxine’s years were filled with service and love. Rest “Nan”. You’re finally to your eternal home. We will see you soon.

County board hires local contractor to build new courthouse; project comes in $2.3 million under budget

Staff Report

During action at its regular monthly meeting Tuesday night, the Franklin County Board hired a local contractor to build a new 46,000-square feet courthouse that will be located on the Benton Public Square and heard positive financial reports concerning the cost of the project.

In a unanimous vote the board accepted the low bid of Fager McGee, a well-known Murphysboro-based commercial contractor, to proceed with work on the new three-story structure. Fager McGee submitted the low bid of $12,634,000 – which is more than $1.2 million under the budgeted amount for the much-anticipated project. As part of the bid package Fager McGee estimated that it would take 510 calendar days, approximately 17 months, to build the new courthouse. Construction is expected to begin in early September.

The board also heard an upbeat report from Katie Aholt, project manager with Navigate Building Solutions, of St. Louis. Navigate was hired early in the process to help guide the county through the lengthy building plan.

Aholt said the total cost of the project, that includes Campbell Building construction, asbestos abatement, demolition, special construction, furniture and fixtures, professional services, technology, financing and miscellaneous costs came in at $18,492,297, which is $2.3 million below the projected budget cost of $20.8 million that the county board set in March of this year. The lower budget numbers include a 10 percent savings in demolition and asbestos abatement, 10 percent under the general construction cost schedule and 5 percent decrease in construction contingency from $1,384,977 to $631,700.

In her presentation to the board, Aholt stressed that Fager McGee is local and has familiarity with sub-contractors in the region and has also worked on several successful projects with White & Borgononi Architects, located in Carbondale, who drew up plans for the new structure.

Aholt said with the board’s action approving a contractor, Fager McGee will be receive “notice to proceed” which essentially starts the clock ticking on the 510 days to completion. She also noted that “liquidated damages” is built into the construction contract which could levy fines against the contractor if that time frame is not met.

Based on the new decreased budget numbers submitted by Aholt, Franklin County Treasurer Steve Vercellino presented more good news with a detailed report to the board regarding projected sales tax for the courthouse construction. In April 2019 Franklin County voters overwhelmingly approved a one-cent sales tax increase to provide funding for the new courthouse.

Vercellino said that based on projected sales tax revenue the debt for the new courthouse could be paid off as early as December 2029 – slightly more than nine years from the start of construction. The projected December 2029 is also a far shorter time period than was first anticipated. In the initial stages of planning it was projected that the payback time would be 12 to 15 years.

Franklin County Board Chairman Randall Crocker said he is “very pleased” with the cost projections, the shorter payoff period and with the progress that has taken place.

“The entire process has really gone well up to this point,” said Crocker. “We are way under budget and I can speak for the entire board in saying that we are proud and happy with where we currently are and what we’ve accomplished to date.”

Crocker gave high marks to both project manager Navigate and also White & Borgononi Architects, for the guidance they have provided to the board through the different aspects of the process.

“I think both have provided us with really good advice,” said Crocker. “We are on schedule and I am really pleased with where we are at right now.”

Board member Larry Miller also voice his approval of the decreased budget amount.

“What we are doing is good for Franklin County,” said Miller. “What we have accomplished at the Campbell Building will always be there and can be used for other county offices in the future. When the new courthouse is completed it will be a great day for Franklin County.”

In other action the board confirmed that a lease agreement has been reached for the use of a parking lot on East Church Street for use by construction workers. By utilizing the East Church Street property, the board hopes to alleviate parking on the public square and adjacent parking lots by construction workers. The property formerly house Benton Grade School District 47 offices. It’s estimated that at the height of construction 50-70 workers will be involved in the courthouse construction project. The county will pay $900 per month to Rend Investments, LLC to use the lot.

The board also hired Holcomb Foundation Engineering for material testing at the new courthouse.

Vivian Rose Janello – Christopher, IL

Vivian Rose Janello, of Christopher, always had a passion for traveling the world. She visited Israel, Italy, Spain, Hawaii, Alaska, The Bahamas, and many other lovely, historical, and interesting places. Vivian’s final journey, on August 14, 2020 at the age of 92, was to the place she most desired, her beautiful heavenly home. She departed this life at the Mt. Vernon Health Care Center, in Mt. Vernon, Illinois.

Vivian was born on December 23, 1927 in Bush, Illinois to Ernie and Hazel (Glisson) Norman. She graduated from the Christopher High School in 1946. On October 5, 1946, Vivian married Frank Janello at the Methodist Church in Christopher. They were married 49 years and 3 months, when Frank passed away January 29, 1996. In 1948, Frank and Vivian welcomed their first child, Dianne Lynn, and three years later they were blessed with their second child, Gary August. Vivian was a very attentive and loving Mother and Homemaker, but also loved to keep busy writing for the local newspaper.

With Vivian’s vivacious personality, she eventually found the perfect job that allowed her to be home with her children and introduce a wonderful cosmetic line to area women. At her kitchen table, Vivian began her long-standing career with Beauty Counselor Cosmetics Company. Ladies would make appointments to get a cosmetic makeover and be introduced to skin care products. Vivian was shining in her new profession and enjoyed every minute of introducing the ladies to the magical world of cosmetics. Eventually, Vivian became an executive with Beauty Counselor Cosmetics, flying around the country to give motivational presentations and attending meetings with executives at the home office in Michigan. Vivian spent 25 years with the company, which eventually became known as Vanda Beauty Counselor.

Upon retirement, Vivian became active in the Christopher community. She served as President of the City of Christopher Chamber of Commerce and received the “Citizen of The Year” award from the Chamber for all of her tireless efforts to help the City of Christopher be a great place to live and work. Vivian was honored by then Governor Jim Edgar, at the Governor’s Mansion in Springfield, for her work with the Chamber.

When Vivian could bring joy into a child’s life, she was at her happiest. Vivian launched the “Annual Christopher Fishing Derby” which today remains a big success for young children. Vivian was instrumental in the addition of new playground equipment for the city park. She also presided over the “Annual Easter Egg Hunt” in Christopher, with an army of volunteers. Vivian’s idea of Christmas was not receiving gifts, but gathering the children of underprivileged families in her car, with her best friend Wanda Kunkle, and taking them Christmas shopping. Coming from a very humble childhood, Vivian never forgot her roots and was determined to give every child she knew a Christmas to remember. Vivian had a heart of gold for families in need, not just at Christmas, but 365 days a year.

Being a devout Christian, Vivian loved her Lord and Savior with all her heart. Vivian fulfilled the experience of a lifetime when she was baptized in the Jordan River while visiting Israel. She was of Protestant faith and lived to glorify her Lord in service and song. Vivian especially looked forward to attending Jubilee Tabernacle Church where Bro. Danny Norman, Vivian’s nephew, is the Pastor. Even though dementia robbed her mind of precious memories, Vivian never forgot Jesus. Nurses once heard Vivian witnessing to another resident at the nursing facility. Vivian asked the resident, “Do you know my friend Jesus?” Vivian spent her life asking family, friends, and neighbors that same life changing question, “Do you know my friend Jesus?”

Vivian married Lavern Dietz on November 9, 2002. Lavern sadly passed away in 2015. Vivian is survived by her daughter Dianne Janello (William Fuller) of Marion, son Gary (Anna) Janello of Christopher, grandsons Frank (Lori) Janello of Normal and Garett (Rachael) Janello of Mulkeytown, granddaughter Janell Troutt (fiance’ David Sims) of Christopher, great-grandchildren Jenna, Brett, Jacob, and Carter Janello, brother James (Margie) Norman of Carterville, half-brother Elmer Norman of Herrin, aunt Fanny Wichkowski of Carterville, sister-in-law Carol Norman of Royalton, and special nieces, nephews, cousins, and friends.

Vivian was preceded in death by her parents, step-father Oscar Lansford, brothers Farrell Norman, Oscar Leo Lansford, Jr., sister Stella Lawson, aunts Catherine Mitcheff and Etta Worley, and a special uncle and aunt who took young Vivian under their wings, Glen and Velsie Hock.
